WhatsApp marketing: India's highest-converting channel
The short answer
WhatsApp is where Indian customers already are — which is exactly why it's so easy to ruin. Read rates dwarf email's. But every message now carries a per-message cost, recipients can block or report you in one tap, and a falling quality rating can restrict your sending entirely.
PMG runs WhatsApp as a high-value, permission-based channel: opt-ins collected properly, automated journeys that are genuinely useful, broadcasts sent sparingly to segments that want them, and every conversation measured on revenue.
What WhatsApp does best
- Transactional messages — order confirmation, dispatch, delivery. Expected, welcomed, trusted.
- COD confirmation — the single biggest lever on RTO for Indian D2C
- Abandoned cart recovery — typically converts far better than the email equivalent
- Conversational selling — questions answered in-thread, catalogues shared, orders placed
- Appointment and site-visit reminders for services and real estate
- Lead qualification from click-to-WhatsApp ads
- Replenishment and reorder reminders
The rules that keep your number healthy
- Explicit opt-in collected and recorded before any marketing message
- Message templates approved and categorised correctly (marketing, utility, authentication)
- Broadcast frequency capped — weekly is the upper limit for most brands
- Easy opt-out in every marketing message, honoured immediately
- Quality rating monitored; sending paused and reviewed if it drops
- Messages segmented, not blasted — relevance is what keeps block rates low
How we build it
- Set up the API through a Business Solution Provider or Meta's Cloud API, with a verified business and display name.
- Grow opt-ins at checkout, on site, through click-to-WhatsApp ads and in-store.
- Build transactional and utility flows first — they earn trust and are cheaper per message.
- Add marketing journeys — cart recovery, post-purchase cross-sell, win-back.
- Run broadcasts sparingly, to engaged segments only.
- Measure revenue per message against cost per message, by journey.
How much does WhatsApp marketing cost in India?
Since 1 July 2025, the WhatsApp Business Platform has charged per delivered template message rather than per conversation. Published rate summaries for India show approximately:
| Message category | Approximate cost per delivered message (India) |
|---|---|
| Marketing | ₹0.86 |
| Utility (order updates, reminders) | ₹0.12 |
| Authentication (OTPs) | ₹0.12 |
Summaries of Meta's documentation also note two changes effective 1 October 2026: service replies within the 24-hour customer-service window become chargeable beyond a free monthly allowance, and utility templates sent inside an open service window are charged again (summary). Rates change periodically, so always check Meta's current rate card before budgeting.
On top of Meta's charges, Business Solution Providers (BSPs) charge platform fees, and agency management covers strategy, flows, templates and reporting.
Which WhatsApp use cases pay back fastest?
- Click-to-WhatsApp ads — conversations started from Meta ads, often cheaper than landing-page leads for considered purchases; see click-to-WhatsApp ads
- COD confirmation and address verification — reduces return-to-origin losses
- Order and delivery updates — utility messages that customers value
- Abandoned cart recovery — timely, personal, with a reason to complete
- Lead response automation — instant brochure, price range and booking link
- Replenishment and win-back — for customers who opted in to offers
WhatsApp Business app vs Business Platform (API)
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Users | One phone, a few linked devices | Many agents, integrations |
| Automation | Basic greeting and away messages | Chatbots, flows, CRM integration |
| Broadcast | Limited lists | Segmented template campaigns at scale |
| Cost | Free | Per-message charges plus provider fees |
| Best for | Small local businesses | Brands with volume, teams and automation needs |
Rules that keep your WhatsApp number healthy
- Send marketing messages only to people who opted in, with clear consent records
- Segment — never broadcast every message to the whole list
- Keep marketing frequency low and value high
- Make opting out easy and honour it immediately
- Monitor quality rating and messaging limits in WhatsApp Manager
- Use approved templates in the right category; mis-categorised templates get rejected or reclassified
- Reply quickly — WhatsApp is a conversation channel
How we build a WhatsApp marketing programme
- Provider and number setup — verified business, display name, BSP selection.
- Consent capture — on site, checkout, forms and ads.
- Core flows — lead response, COD confirmation, order updates, cart recovery.
- Chatbot and routing — FAQs automated, humans for sales conversations; see WhatsApp chatbots.
- Segmented campaigns — launches and offers to engaged, opted-in segments.
- Measurement — revenue and conversions per message, block rate, cost per conversation.
WhatsApp by business type
| Business | Best use cases | Key metric |
|---|---|---|
| eCommerce | Abandoned cart, COD confirmation, order updates | Recovered revenue, RTO reduction |
| Real estate | Brochures, site-visit booking, follow-up | Site visits booked |
| Education | Counselling, reminders | Applications |
| Healthcare | Appointment booking and reminders | Kept appointments |
| Local services | Enquiries and quotes | Bookings |
A worked example: cutting COD returns
An eCommerce brand had high return-to-origin rates on COD orders. We added an automated WhatsApp confirmation for every COD order, an incentive to switch to prepaid, and address confirmation. Fake and impulsive orders dropped before dispatch, reducing two-way shipping costs.

Frequently asked questions
How much does WhatsApp marketing cost?
Meta charges per message delivered, with rates that vary by category (marketing, utility, authentication) and country. Marketing messages cost the most. Add your BSP's platform fee on top. Model it against expected revenue per message before scaling broadcasts.
Can we use the WhatsApp Business app instead of the API?
For a very small business with low volume, yes. For automation, multiple agents, CRM integration or any scale, you need the API.
Why did our WhatsApp number get restricted?
Almost always because too many recipients blocked or reported marketing messages. Tighten opt-ins, reduce frequency and improve relevance.
Is WhatsApp marketing legal in India?
Yes, with consent and within WhatsApp's Business and Commerce policies. India's DPDP framework also requires clear notice and consent for personal data use. Unsolicited bulk messaging through unofficial tools breaks WhatsApp's terms and risks bans.
Why was our WhatsApp number restricted?
Usually because of high block or report rates, low-quality templates or sudden spikes in messages to people who didn't expect them. Improving consent, segmentation and relevance restores quality over time.
Can WhatsApp replace our website for sales?
For some local and conversational businesses, WhatsApp handles much of the sales process. For most brands it works alongside the website — faster answers, confirmations and follow-up.
What is a good block rate?
As low as possible. Rising block rates are an early warning that messages are too frequent or not relevant enough to that segment.
Do customers prefer WhatsApp to email?
Many Indian customers respond faster on WhatsApp. It's also more personal, so misuse is less forgiven. See our note on WhatsApp-first funnels.
What is the WhatsApp Business Platform?
Meta's API-based platform for medium and large businesses, supporting automation, templates, chatbots and integrations — unlike the basic WhatsApp Business app.
Do customers need to opt in to WhatsApp messages?
Yes — businesses need opt-in consent for marketing messages, and Meta enforces quality rules.
How long does WhatsApp Marketing take to show results?
Tracking fixes and search campaigns often show improvement within two to four weeks; prospecting on Meta or YouTube usually needs three to six weeks of creative testing; SEO compounds over three to nine months. We agree leading indicators up front so progress is visible early.
Will we own the ad accounts and data?
Yes. Everything runs in your own accounts with partner access for PMG, and you can see it all at any time.
What do you need from us to start?
Access to ad accounts and analytics, your margins and order values (or deal values), brand assets, and a decision-maker available for a weekly 30-minute call.
