YouTube ads: the cheapest attention in India
The short answer
YouTube is where Indian attention actually is, and it is still under-bought by performance marketers. CPMs remain materially lower than Meta in most categories, the inventory is effectively unlimited, and connected TV has turned it into a mass-reach channel without a television budget.
The catch is that YouTube punishes bad creative more brutally than any other platform. Five seconds to earn a skip-or-stay decision. PMG builds YouTube campaigns around that constraint: hook-first creative, format matched to intent, and measurement that accounts for the delayed, view-through nature of video's effect.
The formats and what each is for
- Skippable in-stream — the workhorse. You pay when someone watches 30 seconds or interacts, so a strong hook is free filtering.
- In-feed (discovery) — appears in search and suggested feeds; intent is higher, volume lower.
- Shorts — cheap reach, vertical, needs a different creative logic entirely from horizontal in-stream.
- Bumper (6s, non-skippable) — reach and frequency at low cost; useless for explanation, excellent for reminders.
- Connected TV — the living-room screen, increasingly where Indian households watch YouTube. Different measurement, different creative demands.
- Demand Gen campaigns — YouTube inventory bought with visual, social-style targeting and reporting.
How we build YouTube campaigns
- Write for the first five seconds. The hook is the campaign. Everything after it only matters to people the hook retained.
- Match format to job. In-stream to explain, Shorts for cheap reach, in-feed for higher intent, bumpers to reinforce.
- Build audiences from signals, not demographics. Custom intent audiences built from search behaviour dramatically outperform age and gender targeting.
- Cut the video into a system. One shoot should yield horizontal, vertical, 6-second and 15-second cuts — not one 60-second film.
- Measure the lag. Video's effect appears in branded search and direct traffic days later. Judging YouTube on last-click undervalues it systematically.
- Run brand lift or geo tests at meaningful spend to size the real contribution.
Creative that holds attention in India
- Problem stated in the first three seconds, in the viewer's language — literally and tonally
- Regional language versions — Hindi, Tamil, Telugu, Marathi and Bengali cuts often outperform English at lower CPMs
- Faces and speech early, because sound-on is far more common on YouTube than on feed platforms
- Demonstration over description for physical products
- Native-feeling creator content, which retains far better than polished brand films
Mistakes that waste YouTube budgets
- Uploading a TV commercial with a slow brand-logo opening and wondering why skip rates are catastrophic
- Targeting demographics instead of intent signals
- One horizontal asset used across in-stream, Shorts and CTV
- Judging on last-click conversions and concluding YouTube doesn't work
- No frequency cap on reach campaigns
- Ignoring regional language inventory, which is cheaper and less contested
Which YouTube ad format should you use?
| Format | Length and behaviour | Best job | Buying |
|---|---|---|---|
| Skippable in-stream | Any length; skippable after 5 seconds | Consideration and conversion | CPV or target CPA / conversions |
| Non-skippable in-stream | Up to 15 seconds (longer on connected TV) | Message delivery | CPM |
| Bumper | 6 seconds, non-skippable | Frequency and recall | CPM |
| In-feed video | Appears in search and related videos | Consideration, channel growth | CPV |
| Shorts ads | Vertical, between Shorts | Mobile reach, younger audiences | Via Demand Gen / Video campaigns |
| Demand Gen | Video and images across YouTube, Discover, Gmail | Performance-focused demand creation | Conversions |
| Connected TV | YouTube on TV screens | Household reach with TV-quality creative | CPM |
What does YouTube advertising cost in India?
YouTube is bought by auction on CPV (cost per view), CPM or conversion-based bidding, so prices vary with audience, format and season. In our experience, YouTube CPMs in India are generally lower than Meta's for comparable audiences, which is part of why it's under-used. Two budgeting principles matter more than the average price:
- Fund enough conversions for learning. Conversion-optimised video and Demand Gen campaigns need steady conversion volume, like any Smart Bidding campaign.
- Budget creative as well as media. Every format needs its own cut — a 30-second horizontal ad won't work as a Short.
Google adds 18% GST on ad spend billed in India. Management fees follow the same structures as other paid channels.
What makes a YouTube ad work in the first five seconds?
- Brand early — logo, product or name visible or spoken before the skip button
- A hook that matches the audience's problem — a question, a surprising visual, a result
- A person speaking to camera — founders, experts and creators hold attention better than voice-over montages
- Sound on, but readable with sound off — captions and on-screen text
- One message — the ad should be summarised in a sentence
- A clear next step — visit, call, WhatsApp, install, with a visible end card
How do you measure YouTube ads properly?
YouTube's role is often to create demand that converts later on search or direct. Last-click reports therefore understate it. We use:
| Measure | What it shows |
|---|---|
| Conversions (including engaged-view) | Actions after meaningful viewing |
| Branded search lift | Whether more people search your name after exposure |
| Brand lift studies | Changes in recall and consideration at larger budgets |
| Geo holdouts | Incremental sales in exposed vs unexposed regions |
| Watch time and view rate | Creative quality and audience fit |
YouTube campaign structure that works
- Separate by job — prospecting, remarketing and brand/reach campaigns.
- Start with audiences that carry signal — custom segments built from your search terms and competitor terms, customer lists and remarketing.
- Test concepts, not tweaks — three to five distinct creatives per campaign.
- Add Shorts and CTV cuts of winning concepts.
- Read weekly, decide monthly — video campaigns need time and volume before judgement.
YouTube Ads by business goal
| Goal | Formats | How to measure |
|---|---|---|
| Launch and reach | Bumpers, non-skippable, Shorts | Reach, frequency, brand lift |
| Consideration | Skippable in-stream, in-feed | Views, engaged views, search lift |
| Conversions | Demand Gen, Video action | Conversions, view-through with care |
| App growth | App campaigns with video | Cost per activated user |
A worked example: vernacular video for tier-2 reach
A financial-services app made short Hindi and Tamil explainers fronted by real customers, ran them as Shorts and in-stream ads in selected states, and measured lift in branded search and app installs from those regions against a holdout — scaling only where incremental installs justified the cost.

Frequently asked questions
How much do YouTube ads cost in India?
Cost per view commonly runs in the low single-digit rupees for broad targeting, higher for tight intent audiences. CPMs are usually well below Meta's for comparable reach, which is why YouTube is often the cheapest way to build awareness here.
How long should a YouTube ad be?
As long as it stays interesting. Six seconds for reinforcement, 15–30 seconds for most performance work, and longer only when the product genuinely needs demonstration and the hook has earned the time.
Do YouTube ads drive direct conversions?
Some, but its main contribution is creating demand that shows up later in branded search and direct traffic. Measure it with branded search lift and blended MER, not last-click.
Can we use our existing video content?
Often yes, recut. The most common fix is moving the most compelling moment to the first three seconds.
Can YouTube ads generate leads directly?
Yes. Demand Gen and conversion-optimised video campaigns can drive form fills, calls and purchases, especially with lead-form assets or strong landing pages. Many businesses also see YouTube lift their search campaigns.
Should we advertise on YouTube Shorts?
If your audience is mobile-first and your creative works vertically, yes. Shorts inventory is large in India. Create native vertical cuts rather than cropping horizontal ads.
Is connected TV worth it for Indian brands?
For brands that need household reach — FMCG, real estate, auto, financial services, large D2C brands — YouTube on connected TV offers TV-like reach with digital targeting and measurement. See OTT and CTV advertising.
How is YouTube Ads different from YouTube SEO?
Ads buy placement; YouTube SEO earns it organically through titles, thumbnails, retention and relevance. Channels that do both learn faster, because paid data shows which hooks hold attention.
Can we target viewers of specific channels or videos?
Placement targeting on specific channels and videos is available, though narrow placements limit scale. We usually combine placements with custom segments and let performance data decide.
Do YouTube Shorts ads work?
Yes, especially for reaching younger audiences and for vertical creative repurposed from Reels — measured on downstream results.
Can YouTube ads drive direct sales?
Yes, with Demand Gen and conversion-focused campaigns, though their biggest effect is often on later search and direct conversions.
Is there a long contract?
No. Minimum terms are short, because we would rather keep clients with results than with contracts.
Will we own the ad accounts and data?
Yes. Everything runs in your own accounts with partner access for PMG, and you can see it all at any time.
What do you need from us to start?
Access to ad accounts and analytics, your margins and order values (or deal values), brand assets, and a decision-maker available for a weekly 30-minute call.
